Statement from Justice Secretary Jack Straw on the Michael Shields case:

"In December the High Court found that I had the power to consider an application by Michael Shields for a free pardon under the Royal Prerogative of Mercy. I immediately established a process to take the work forward, and appointed senior counsel to advise me.

"As he has recommended, I recently asked Merseyside Police for their assistance in looking at certain matters arising on the application. The purpose of this is to ensure that in coming to a decision I can be certain that all the relevant facts, including any new evidence provided on Mr Shields' behalf, have been properly considered.

"I am grateful to Merseyside Police for having agreed to undertake this work. As with any inquiries by the police, they will be conducted in confidence.

"I have asked the police to present their findings as soon as they are able to do so. I am determined to make the best and fairest decision that I can, but can only do so after properly assessing all of the material that is available, in accordance with the judgment of the court.

"I fully understand, of course, that Michael Shields and his family want an early decision on his application and I shall do all I can to reach a conclusion as quickly as possible.

"Given the work that needs to be done, it is only fair to say that a decision is unlikely to be made before the end of May. This is, I am sorry to say, longer than I had anticipated. But, the timescales are bound to be determined by the requirement of the inquiries."

Commenting on ScottishPower cutting gas and electricity prices, Scott Byrom, utilities manager at moneysupermarket.com, said: “This latest move from ScottishPower leaves npower as the only one of the ‘Big Six’ yet to announce a price cut this year. From the end of March, ScottishPower’s standard customers will benefit from an average cut of 7.5 per cent to gas, and three per cent to electricity – meaning the average bill for customers paying by monthly direct debit now stands at £1156. ScottishPower is the second provider to have made cuts to both gas and electricity in 20091.

“Yet again, this price cut falls short of British Gas’ WebSaver 2 tariff which retains its position as the cheapest on the market at £1,054 per year for a medium user, just over £100 cheaper than ScottishPower’s latest offering.

“Those who have never changed their energy provider, or who are on a standard tariff, should shop around for a better deal now. Paying by monthly direct debit brings more competitive rates than settling bills by quarterly cash or cheque.

“Bill payers across the country will now be awaiting the final move from npower which, having seen how small its rivals’ reductions have been, has a big opportunity to win a swathe of new customers if it cuts prices aggressively.”

Ofgem Opens Major Review Of Regulation

RPI-X@20 is one of a number of forward-looking projects at Ofgem designed to ensure that Britain’s gas and electricity industries meet the needs of consumers, now and in the future, and pave the way for a low-carbon economy. Not only does this represent a wholesale review of the core business of Ofgem (pipes and wires regulation), but it significantly affects consumers as it impacts on at least 20% of the energy bill.

This is the first consultation in a root and branch review that could re-shape the future of energy network regulation. The regulator is re-evaluating the regime that has governed the revenue and expenditure of the energy networks for almost 20 years. The review, Regulating Energy Networks for the Future - RPI-X@20, will ensure that regulation of Britain’s energy networks is fit for purpose in the face of new environmental, economic and social challenges.

Ofgem chief executive Alistair Buchanan said: “RPI-X@20 provides us with the opportunity to step back and think hard about whether we have in place a regulatory framework that will continue to deliver for consumers, be flexible in the face of greater uncertainty, and facilitate the move to a low carbon economy.”

The current regulatory regime is based on pegging revenue growth to within a given percentage (X) of the retail price index (RPI) with X decided at five-yearly review. This framework has served customers well for twenty years – with network charges halved whilst investment has increased and quality of service improved. But the review will look at whether changes need to be made to build on these successes but be flexible enough to allow substantial changes in the role of energy networks over the coming years.

This is supported by recent groundbreaking Ofgem research from leading academics looking at what sort of energy networks we might need in 20 and 40 years time.

FACT FILE:

1. Themes for the review

There are two themes to the review:

• focusing on the needs of current consumers and those of future consumers; and

• delivering a sustainable energy sector.

The focus on customers will mean understanding better the needs of consumers, and ensuring that networks provide value for money.

Sustainability in energy will include the delivery by regulated networks of targets for security of supply, climate change and social (particularly fuel poverty) targets.

Our work on what sort of energy networks we might need in 20 and 40 years time concluded that with the drive to decarbonise the energy sector they are likely to be radically different. But with new technologies being developed all the time the future is very uncertain. We may need much larger networks to transmit much more carbon-free renewable and conventional energy from large power stations to peoples’ homes with rising demand from electric vehicles. But smart grid technology, energy efficiency and more local generation could require much smaller networks.

2. Phases of the review

• Visionary phase: In the first phase we aim to understand the issues affecting network regulation, identify areas where change may be needed to accommodate these, and identifying possible regulatory models for the future. We are ruling nothing out of scope in this stage. The phase will culminate in the publication of an emerging thinking consultation document in November 2009.

• Options development phase: The second phase will involve the narrowing of the scope of the project and a detailed working up of options identified as having high potential. This phase of the project will culminate in a set of conclusions and recommendations that will be consulted on in spring 2010 before being delivered to the Authority in summer 2010.

We believe that this initially broad scope is necessary. Since the review was announced, there have been a number of legislative changes and developments in EU and GB energy and environmental policy. Our understanding of the uncertainty facing networks has also developed, driven by our Long-term Energy Network Scenarios (LENS) study, the energy market review, and ongoing monitoring of the gas and electricity markets. At the same time, we have observed significant changes in financial markets and the wider economy.

3. Engaging with consumers

Consumers will have the opportunity to contribute to this review in a number of different ways:

• Consultation documents: Responses our welcome to our February 2009 ‘Principles, Process and Issues’ paper. We intend to publish two further consultation documents and a final decision document. These documents will provide an update on our thinking and allow interested parties to formally express their views.

• Seminars and workshops: From the inception of RPI-X@20, we have sought to engage with interested parties through workshops and seminars. We will continue to do so during 2009 and 2010.


• Working groups: It is clear that there is a wide range of issues to consider in RPI-X@20 and a number of interested parties have expressed an interest in getting more involved with the review. We are therefore proposing to establish small working groups to develop thinking on specific issues during 2009.

• Web forum: We launched the RPI-X@20 web forum in November 2008 (http://www.ofgem.gov.uk/Networks/rpix20/forum/Pages/forum.aspx). You will find our publications on the site, as well as papers from academics and consultants. We are hoping that other interested parties will submit pieces to stimulate debate.

4. Guiding principles

• Consultation: We will consult with interested parties throughout the review to ensure all parties are given the opportunity to engage with us and have their views heard.

• Transparency: We will be transparent in the way we undertake this project and in how we arrive at conclusions and recommendations. We will place key documents on our website.

• No surprises: Our transparent and consultative approach should leave interested parties aware of the direction of the rationale underpinning Ofgem’s recommendations.

• No retrospective action: RPI-X@20 will be focussed upon the framework for future regulation of energy networks. There will be no reconsideration of decisions taken in the past. Any recommendations from RPI-X@20 will apply, at the earliest, to the Transmission Price Control Review for 2012-17.

• No stranding of efficient investment: We will ensure that suitable funding arrangements are incorporated into any framework adopted at the end of this review. We will also consider how best to take forward the potential stranding of future efficient investment in any new regulatory framework.

5. RPI-X successes

• The regulatory framework has driven down the revenues that network companies are allowed to earn from their network charges. Since the network companies were privatised, allowed revenues have declined by approximately 60% in electricity distribution and 30% in electricity transmission (allowing for increases in the current period driven by increased capital investment). Allowed revenue for gas transmission and distribution declined by approximately 35% between 1995 and 2002, and by a further 10% between 2002 and 2008. Allowed revenue for gas transmission and distribution has increased in the current period, reflecting the large capital investment programmes in each sector. The reductions were possible despite ongoing capital investment across the sectors since privatisation.

• There is evidence to suggest that operating efficiency has increased, for example real unit operating expenditure has fallen by approximately 5.5% p.a. across the electricity distribution networks since privatisation, and we continue to set incentives to encourage the energy network companies to improve their operating efficiency.

• Capital investment in the electricity networks is higher than the period immediately prior to privatisation with annual investment having increased in the order of 60% in the electricity transmission networks and 30% in the electricity distribution networks. There has also been significant investment in the gas distribution and transmission networks, including the recent programme to replace cast iron mains.

• The quality of service delivered to customers has improved, with a 30% reduction in both the number and duration of power outages between 1990 and 2008. The number of unplanned customer interruptions in gas has also remained at a low level (0.5 per 100 customers) since 2003.

In recent years, however, we have observed changes. At the most recent price reviews, we have allowed stable (RPI+0) or increasing (RPI+X) prices. Companies continue to have incentives to reduce costs, for example through the adoption of new business models, but the scope for further large-scale reductions may be limited. Networks, including the offshore regime, are also forecasting large investment requirements going forward. For example, in TPCR4 the transmission companies forecast capital expenditure of £5.1m for the period 2007 to 2012 (for gas and electricity transmission, including a £530m allowance for the Transmission Investment for Renewable Generation Regime, which is outside the price control). This was a 100% increase on the previous period. The combination of increased investment, and potentially reduced operating efficiency savings, could place significant upward pressure on network charges.

6. Challenges

The energy sector is expected to play a leading role in delivering sustainable development for the future (incorporating security of supply, environmental targets and social targets). There is significant uncertainty about what this means for the future role and direction of networks. Our Long Term Energy Network Scenarios (LENS) project has shown that delivering a sustainable energy sector will require innovation, to ensure existing network assets are used effectively and any further capital investment is efficient.

There is uncertainty about the precise details of current and emerging energy and environmental policy at national and EU level.

There are questions about the level and variability of charges, and more generally concerns about whether networks are providing value for money for consumers.

There is uncertainty about the potential impact of the current global credit crisis and the downturn in the economy on network performance, and on consumers.

7. Ofgem is the Office of the Gas and Electricity Markets, which supports the Gas and Electricity Markets Authority, the regulator of the gas and electricity industries in Great Britain. The Authority's powers and duties are largely provided for in statute, principally the Gas Act 1986, the Electricity Act 1989, the Utilities Act 2000, the Competition Act 1998, the Enterprise Act 2002, the Energy Act 2004 as well as arising from directly effective European Community legislation.

Since its recent launch, at least 50,000 people log on monthly to check out their visa details and far fewer people need to visit a DIAC office to get their visa evidenced.

The new online system is also good news for employers, who can now check out the entitlements of the visa holders who are seeking to work or study whilst in Australia. Already, more than 13,000 organisations are logging on to check for definite whether their employees are legally entitled to work.

As there are large penalties for employing illegal workers, including fines of up to £31,200 per worker, this new system will make the process far more transparent for employers, saving them time and potentially, a lot of money and hassle.

Facebook Opens Governance Of Service And Policy Process To Users

Releases Draft Principles and Statement of Rights and Responsibilities For User Review, Comment and Vote

Facebook® today announced a new approach to site governance that offers its users around the world an unprecedented role in determining the future policies governing the service. Facebook released the first proposals subject to these new procedures – The Facebook Principles, a set of values that will guide the development of the service, and Statement of Rights and Responsibilities that make clear Facebook’s and users’ commitments related to the service. Over the coming weeks, users will have the opportunity to review, comment and vote on these documents. An update to the Privacy Policy is also planned and this change will be subject to similar input.

“As people share more information on services like Facebook, a new relationship is created between Internet companies and the people they serve," said Mark Zuckerberg, founder and CEO of Facebook. “The past week reminded us that users feel a real sense of ownership over Facebook itself, not just the information they share."

“Companies like ours need to develop new models of governance,” Zuckerberg added. "Rather than simply reissue a new Terms of Use, the changes we’re announcing today are designed to open up Facebook so that users can participate meaningfully in our policies and our future.”

“This is an unprecedented action. Facebook will continue to make independent decisions about the timing and rollout of products. While these must be consistent with the Principles and in compliance with the Statement of Rights and Responsibilities, they will not be subject to the notice and comment or voting requirements.

Principles of the Facebook Service

The Facebook Principles are derived from the belief that certain values should guide the company's efforts to achieve its mission of making the world more open and connected. The 10 Principles include the "Freedom to Share and Connect", "Fundamental Equality" of people on Facebook, "Ownership and Control of Information," and other basic tenets of the Facebook service. Achieving these Principles should be constrained only by limitations of law, technology, and evolving social norms about sharing.

Statement of Rights and Responsibilities

The Statement of Rights and Responsibilities was drafted to address the common issues raised by users on the officially established Facebook Bill of Rights and Responsibilities Group, jointly administered by the company and two concerned users, Julius Harper of Los Angeles and Anne Kathrine Yojana Petterøe of Oslo, Norway. The document evolved from the Facebook Principles, and will govern Facebook's relationship with users and others who interact with it. Once finalized, the Statement will take the place of Facebook's existing Terms of Use, Developer Terms of Service, and the Facebook Advertising Terms and Conditions.

The document, which condensed almost 40 pages of legal jargon into fewer than six pages, emphasizes clarity and accessibility. It reaffirms that users, not Facebook, own the content they share through Facebook services and that Facebook's permission to use that content expires when users delete the content or terminate their accounts. The document also codifies the specific requirements that users be given notice, an opportunity to comment, and, in certain cases, approval authority through a vote for policy changes.

More About the New User Participation Mechanisms

Transparency and User Input

Facebook committed to holding virtual Town Halls following the announcement of the new Principles and Statement of Rights and Responsibilities for 30 days, with the comment period scheduled to close at 12:01 am PDT on March 29. During this time, users have an opportunity to comment on the proposed policy. This also addresses specific concerns raised by users on the Facebook Bill of Rights and Responsibilities Group. Users are invited to comment on the Principles, and on the Statement of Rights and Responsibilities, by joining the following new groups specifically created for such comments; Principles at http://www.facebook.com/group.php?gid=54964476066; and Statement of Rights and Responsibilities should join the group at http://www.facebook.com/group.php?gid=67758697570.

After the comment period ends, Facebook will review and consider submissions. Facebook will then republish the Principles and Statement of Rights and Responsibilities, incorporating any changes it has made. The company will also provide users a summary of the most common and significant comments received, including its response to those comments where appropriate.

If these documents are approved, then all future policy changes would be subject to notice and comment periods of varying lengths depending upon the nature of the change. Following the comment period, Facebook would publish a final policy proposal that reflects the comments received.

Direct Voting

Following the first Town Halls, The Facebook Principles and the Statement of Rights and Responsibilities will be the first set of policies subject to a vote, which may include other alternatives. The vote will be open to all Facebook users active as of February 25, 2009. The results of the vote will be made public and will be binding if more than 30% of all active registered users vote.

If users approve the draft Statement of Rights and Responsibilities, then all future policy changes would be eligible for a vote by users, provided the level of intensity of user interest would justify it. User interest would be determined by the number of users who comment on any proposed change during the comment period.

User Council

Facebook also announced its intention to establish a user council to participate more closely in the development and discussion of policies and practices. As a start, the company indicated that it would invite the authors of the most insightful and constructive comments on the draft documents to serve as founding members of the group.

People 1st Launches Apprenticeships Drive in Run Up To 2012 Games

With the 2012 Olympics in sight, People 1st predicts that hospitality, leisure, travel and tourism (HLTT) employees, such as chefs, customer service teams and managers, will soon be like gold dust. Even today, in the height of a recession, the sector is already recording at least 30,000 vacancies every month.

Brian Wisdom, chief executive of People 1st, the sector skills council for the HLTT industry, is calling for more employers to take on apprentices to bridge the employment gap in the run up to the Games.

“It’s not only Team GB that is ramping up its training,” declares Wisdom. “Wise employers have identified that apprentices are the most cost-effective way to build the loyal teams they need to win customers and generate improved profits.”

New research launched in Apprenticeship Week (23-27 February 2009) reveals that 87 per cent of employers in the leisure industry believe that Apprenticeships helped to generate higher overall productivity and 71 per cent felt that apprentices make them more competitive. Over 84 per cent felt that their apprentices resulted in greater staff retention.

“The cost of investing in apprenticeship training in the hospitality sector is modest (£4,326) in comparison to other sectors and can often be recouped more quickly – often in little over one year),” said Brian Wisdom.

“Apprentices benefit all round too; they can “earn and learn” and really grow their own skills which will stand them in good stead all of their working life. Research shows that apprentices will, on average, earn £100k more in a lifetime than other employees.”

Lewis Bebbington, a junior sous chef at Tonic, an award-winning restaurant and bar in Nottingham city centre, and who has recently completed his Advanced Level 3 Hospitality Apprenticeship (Kitchen Larder) said: “If you’re passionate about cooking, do an apprenticeship, then get stuck in at a really great restaurant.”

Earlier this year, restaurant chain McDonalds announced that in 2009 it aims to provide Apprenticeships to up to 6,000 of its 72,000 UK workforce and then up to 10,000 per year from 2010, providing staff with the opportunity to gain a valuable, nationally recognised qualification that is equivalent to five GCSEs grade A*-C. Recession-hit ex-partners 'can apply to reduce maintenance'

Ex-spouses facing a loss of bonuses, redundancy or salary reduction will be entitled to have their maintenance payments reduced, according to law firm DWF.

The firm’s family team says that many people who were previously able to fund their own lifestyle and make maintenance payments are now feeling the pinch after seeing their income reduced or cease due to the recession.

David Pickering, head of family law at DWF, says: “An order for maintenance can be varied upwards or downwards to reflect changes in financial circumstances. Redundancy, the failure of a business, or a reduction in income are all good reasons for having the level of maintenance payments reduced, as is loss of bonus payments, provided these were factored into the original agreement.

“Equally ex-partners who are receiving maintenance but have seen their income from other sources fall may wish to apply for an increase in payments.

“An experienced family lawyer will be able to advise you on whether the sum that you are currently paying or receiving is still appropriate for your circumstances, and whether it is worthwhile attempting to have it changed by the court.”

Bank Of Mum And Dad?

With the number of loan options rapidly shrinking, record numbers of first time buyers have no choice but to turn to the bank of Mum and Dad in order to take that first step towards buying their own property…

Getting onto the property ladder has always been a challenge for the first time buyer (FTB).

Struggling to keep their heads above water, many resort to moving back home and becoming Kippers, (Kids in parent’s pockets eroding retirement savings) whilst they save for their own home.

Parental help is also being sought when it comes to stumping up the cash for that all important first property purchase. Recent research has shown that eight out of every ten first time buyers in London are being forced to go cap in hand to their parents for help with deposits.

As the level of deposit needed to buy has risen dramatically thanks to the current economic climate and lack of loans available, it is now a far harder process for FTB’s.

There are now only two deals for those wanting to borrow 95 per cent of the value of their property, compared to hundreds on offer two years ago.

Estate agent Douglas & Gordon revealed that 78 per cent of its first-time buyers received financial help from their parents in November and December last year, compared with 35 per cent in the same period of 2007.

Gone are the glory days of the tracker mortgage – those who snapped one up a few years back are now paying as little as 0.5 per cent following a series of interest rate cuts.

Now, trackers no longer exist for those with less than a 20 per cent deposit and those who do have seen their rates shoot up over the past few months.

Those trying to secure a mortgage now could be paying a whopping 14 times more than those on the original tracker mortgages.

Standard variable rate mortgages, which have become more attractive with the succession of base rate cuts, are virtually unavailable to new customers and restricted to those with heftier deposits.

Most lenders are rationing deals to all but those with the biggest deposits, who are at the lowest risk of defaulting on their repayments.

Last Friday, one of the last, highly-popular first-time buyer deals disappeared. The Bank of Ireland’s 1st Start three-year fixed 6.35 per cent mortgage, which allowed parents to part-guarantor the loan, has been scrapped in light of the credit crunch.

Ed Mead, Director at Douglas & Gordon, said, “It has become increasingly difficult for first-time buyers to get on the property ladder as lenders are asking for a 20 to 40 per cent deposit.

“This means people buying for the first time at an average of £250,000 in central London will require a £50,000 deposit - at least,” added Mr Mead.

Whilst most parents would be keen to assist their children if they were able, the Law Society is warning parents to seek advice from a solicitor before lending their children money, in order to protect their own interests.

Law Society President Paul Marsh said, “Parents should use a solicitor to draw up a loan agreement with their child before lending this kind of money.

“While their family members are unlikely to run away with the money, life can get more complicated when children look to set up home with their partners or decide to get married.

“If things go wrong and the couple decides to separate, the parents could lose out. There are several issues to consider in these circumstances.

(CLG) Fire statistics monitor: covering period up to 31 March 2008

The latest fire statistics for the UK covering the 12-month period up to 31 March 2008 continue to show a fall in the total number of primary fires - down 10 per cent and now at their lowest total since 1981.

The Fire Statistics Monitor is published quarterly by Communities and Local Government and includes provisional figures on fires, fire deaths and injuries, and false alarm calls.

Key statistics in today's monitor include:

* The United Kingdom Fire and Rescue Services attended 799,000 fire and false alarm incidents in 2007/08 - an 8 per cent decrease on the previous 12 months.

* Total UK fires fell by 11 per cent to 382,000 and are at their lowest since 1988.

* UK fire deaths increase by 8 per cent to 500, contrary to the long term downward trend. Within this there were 373 fire deaths in England, up 1 per cent from 370.

* Primary fires fell by 10 per cent to 141,000. Within this, dwelling fires are at their lowest since 1977 (52,000, down 5 per cent), fires in other buildings - including workplaces and areas where people gather - are down by 11 per cent to 30,000 and road vehicle fires again fell (by 14 per cent to 49,000) to their lowest total since 1989.

* Secondary fires fell by 12 per cent to 231,000.

* Attendances at false alarms decreased by 5 per cent to 417,000. Within this there was a 13 per cent fall (to 29,000) in malicious false alarms and a 5 per cent fall (to 270,000) in false alarms due to apparatus.

The Fire Statistics Monitor is available on the Communities and Local Government website. Also on the website is the latest annual statistical bulletin, Summary Fire Statistics United Kingdom, 2006, which contains trends and analysis for the years 1996-2006.



The Princess Royal will visit areas affected by the Victorian bushfires

The Princess Royal will undertake a series of engagements in Victoria after attending, and speaking, at the Victorian Bushfires Memorial Service in Melbourne this Sunday (22nd February), where she is representing The Queen.

Following the service, Her Royal Highness will visit the Incident Emergency Control Centre in East Melbourne, where she will tour the building and be briefed by Chief Fire Officer Ewan Waller.

She will then be guest of honour at a reception hosted by the Governor of Victoria, Professor David de Kretser AC, at Government House, where she will also speak briefly.

The following day The Princess will travel around the fire affected area of Wandong before returning to the UK.

The Queen sent a message of condolence to the people of Australia on 8th February, expressing her deep sympathy to the many who lost their lives and their homes in the disaster.

The Queen also made a personal donation to the Australian Red Cross Appeal last week. The Prince of Wales personally offered his condolences to the victims of the tragedy at a Reception for the Royal Flying Doctor Service.

The Duke of Edinburgh officially opened the Book of Condolence at the Australian High Commission in London yesterday. It will be open to the public this weekend.



Children stuck in mud at Langstone Harbour

At around 1.00 pm this afternoon Solent Coastguard were informed by a member of the public about an incident unfolding in Langstone Harbour, near Portsmouth.

Several youngsters including female siblings of ages 6, 12 and 10 with a 19 year old youth were mud larking around in a rowing boat and had been caught in the glutinous mud about 200 metres from the road way and needed urgent assistance. They appeared to be trying to get themselves out of difficulties, but as they struggled they were becoming more bogged down in the sticky mud.

Solent Coastguard then asked the first informant to tell the occupants of the boat to get back into their craft and stay where they were and save their energy to keep warm as they had been in the area for 4 hours and concern was being felt for their well being.

The RNLI Portsmouth inshore lifeboat was requested to launch and the Portsmouth Coastguard Rescue Team who are specifically trained in mud rescue, were also sent to the area, assisted by the Hayling Island Coastguard Rescue Team.

By ten minutes to 3.00 all four had been rescued by the mud team and all were checked for any signs of hypothermia.

Mike Greiner, Duty Watch Manager said: "The parents of the children were nowhere to be seen this afternoon, and given the temperatures at this time of year, getting stuck in Langstone Harbour's notorious mud was not the best form of activity today. Fortunately it has remained dry today, but we must remind all parents to be aware of where your children are during the half term week and take account of any dangers that exist on or near the waterline."

Man heavily gashed by falling spar

At just before 3.00 pm this afternoon Solent Coastguard were alerted to an incident on board the yacht 'Shabeen' sailing south east of Ventnor on the Isle of Wight, where a spar of the Bavaria 46 sailing yacht with its sails up, had dropped onto the head of a 56 year old man who was working on the foredeck, causing serious injury. The vessel was now under power at 8 knots and the crew were taking in the sails.

His condition was described by his crew as serious, and he was suffering a significant loss of blood but was conscious and breathing regularly. A pad was being applied to the wound to staunch the blood loss.

The Coastguard Helicopter Rescue 104 based at Lee on Solent was scrambled, and the Bembridge RNLI lifeboat was also requested to launch.

The helicopter arrived above the vessel in just a few minutes, and the crew decided to affect a high line rescue of the wounded man. He would then be taken to the Lordshill landing site in Southampton before onward transmission by ambulance to the General Hospital.

Simon O'Mahony, Winchman on board the rescue helicopter described the crew of the 'Shabeen' as very competent when dealing with a seriously injured colleague.

He said: "All yachtsmen and women hope accidents won't happen to them or to anyone else on their boat, but when it does confidence in the medical procedures prepared in advance on board are essential. The crew had clearly thought about their responsibilities and their ability to help my helicopter crew and me prepare the casualty for airlift off the vessel in the quickest and safest possible manner.

"This they did in a very efficient and orderly way, even though due to the boat deck configuration the accident took place on the for'ard part of the vessel and not the rear port quarter which is the usual location favoured by rescue aircrews."

Mike Greiner, Duty Watch Manager at Solent Coastguard added that other yachts also have a responsibility in such incidents by maintaining radio silence on VHF Channel 16 or 67 during the rescue operation in order for the Coastguard to listen to or offer advice to the helicopter crew.

He said that the Coastguard had had to interject with the internationally recognised 'Mayday Silence' signal at various times as yacht crews attempted to hail each other in order for that broadcast silence to be maintained.

By 4.00 pm the injured man was on board the helicopter bound for the landing site, whilst his yacht and crew made for Gosport.

Mike Greiner added that he and the Watch at Solent Coastguard hoped the man would make a full and swift recovery.

All 18 people rescued after helicopter ditches in sea near platform

All 18 people who were travelling on board a Super Puma Bond helicopter on a routine crew change trip have been rescued after the aircraft ditched into the sea adjacent to an ETAP production platform. (57degrees 17.7N 001degrees 39.7 E).

The site is approximately 125 miles due east of Aberdeen. People on board the installation saw the incident unfold, and reported it to the Coastguard.

Aberdeen Coastguard immediately declared a mayday into the area and tasked a rescue Bond helicopter. A further Jigsaw rescue helicopter joined the search. The weather on scene throughout was moderate with seas of 2 - 3 meters with 0.5 nautical mile visibility, but darkness initially hampered the rescue operation, and the cloudbase is below the nearby platform's helideck level at approximately 500 - 600 metres.

The Platform managers advised the Coastguard that it had a medic with full first aid cover standing by, and rig personnel stood by keeping watch on the ditching site which is about 500 metres from the platform.

The Air Rescue Co-ordination Centre at Kinloss mobilized a Nimrod aircraft (R51) into the area to provide further search and rescue capacity and act as air co-ordinator. A further military helicopter from RAF Lossiemouth (R 137) also joined the search.

The rig standby by vessel 'Caledonian Victory' responded immediately to the mayday and began proceeding into the area. Other vessels also joined the search.

There were initial reports of lifejacket lights being seen in the water, and 3 flares also being seen from south and east of the platform, and the helicopter fuselage was also seen on the surface. Further signals were then picked up from personal locator beacons attached to lifejackets.

At just before 8.00 pm a report was made to the Coastguard that two liferafts had been seen tethered together and upon checking it was found that all 18 missing people were safe on board the liferafts.

The Bond 1 Rescue helicopter winched three people into the aircraft before winching was ceased due to the weather conditions and downdraught from the helicopters rotors..

The Autonomous rescue and recovery craft (ARRC) lifeboat then took the remaining 15 from the liferaft and brought them back to the rig stand by vessel the `Caledonian Victory' by 9.15 pm this evening. All 18 people are safe and undergoing medical checks.

Arrangements are being made for the three survivors who were winched from the liferaft to be flown back to Aberdeen tonight.

The ditched helicopter was also located near to the scene and it was being monitored by a further platform craft to ensure it does not come into contact with the platform before being recovered.


The Unveiling of the Memorial to Queen Elizabeth The Queen Mother by The Queen on Tuesday 24th February 2009

The Queen, accompanied by The Royal Family, will unveil a memorial to Queen Elizabeth The Queen Mother on Tuesday 24th February 2009 on the Mall.

Members of The Royal Family, including The Prince of Wales, The Duchess of Cornwall, Prince William and Prince Harry, and members of the Bowes-Lyon family, will arrive at the Memorial site between 11.45 and 12noon.

The Queen and The Duke of Edinburgh will arrive at the Memorial at 12 noon and will be received by the Lord-Lieutenant of Greater London. The Prime Minister and the Secretary of State for the Department for Culture, Media and Sport are invited guests. The National Anthem will be played after which The Queen will unveil the Memorial Statue.

The Bishop of London will then dedicate the Memorial after which there will be a description and tour of the project for The Royal Party by the Architects and Sculptors: Dr Donald Buttress (Architect), Mr Tony Dyson (Architect), Mr Philip Jackson (Sculptor of the Memorial Statue), Mr Paul Day (Sculptor of the Memorial Reliefs).

The Queen and The Duke of Edinburgh will then meet former members of The Queen Mother's Household before attending a private reception for family and friends hosted by The Prince of Wales and The Duchess of Cornwall.




Civil Servants ready to tackle economic downturn

Civil Servants are working harder than ever to deliver crucial public services as demand soars during the economic downturn Cabinet Secretary, Sir Gus O'Donnell, said this evening.

In a speech to the Lancaster University Business School, Sir Gus explained how the Civil Service has a central role to play in helping Britain through the challenges of the financial climate.

Sir Gus said that a new public service ethos was behind the rise in applications for Civil Service jobs. The Fast Stream graduate programme has seen a 33 per cent rise in applications on last year as people realise it is important to do something to help others through the credit crunch.

Sir Gus added: "What defines and binds together all civil servants is a set of shared values: honesty, objectivity, integrity and impartiality. I am proud that in a recent survey of Fast Streamers 90 per cent said it was important to them to have a job that benefited wider society - in the private sector this was just 15 per cent."

(EDITOR: I do not wish to be rude, but surely the Civil Servants should have been ready to tackled the economic downturn at least 18 months ago, when signs of an "economic downturn" were visible to everyone?)

Princess Royal to represent the Queen

The Princess Royal will personally represent The Queen at the Victorian Bushfires Memorial Service in Melbourne this Sunday (22nd February). The Princess will also see areas affected by the fires during her visit to the Region.

The Queen sent a message of condolence to the people of Australia on 8th February, expressing her deep sympathy to the many who lost their lives and their homes in the disaster.

The Queen also made a personal donation to the Australian Red Cross Appeal last week. The Prince of Wales personally offered his condolences to the victims of the tragedy at a Reception for the Royal Flying Doctor Service.

The Duke of Edinburgh officially opened the Book of Condolence at the Australian High Commission in London yesterday. It will be open to the public this weekend.

NEWS FLASH: Helicopter ditches in sea near platform

At 6.40 pm this evening Aberdeen Coastguard were alerted to a ditched Super Puma Bond crewchange helicopter with 16 passengers and two crew on board in the North Sea adjacent to an ETAP production platform. (57degrees 17.7N 001degrees 39.7 E).

The site is approximately 125 miles due east of Aberdeen. People on board the installation saw the incident unfold, and reported it to the Coastguard.

Aberdeen Coastguard immediately declared a mayday into the area and callede for a rescue Bond helicopter. A further Jigsaw rescue helicopter has now joined the search. The weather on scene is moderate with seas of 2 - 3 meters with 0.5 nautical mile visibility, but darkness is hampering the rescue operation, and the cloudbase is below the nearby platform's helideck level at approximately 500 - 600 metres.

The Platform managers advised the Coastguard that it had a medic with full first aid cover standing by, and rig personnel are standing by keeping watch on the ditching site which is about 500 metres from the platform.

Upon request the Air Rescue Co-ordination Centre at Kinloss mobilised a Nimrod aircraft (R51) into the area to provide further search and rescue capacity and act as air co-ordinator. A further military helicopter from RAF Lossiemouth (R 137) has also joined the search.

The rig standby by vessel 'Caledonian Victory' responded immediately to the mayday and began proceeding into the area. Other vessels have now joined the search.

There were initial reports of lifejacket lights being seen in the water, and 3 flares also being seen from south and east of the platform, and the helicopter fuselage was also seen on the surface. Further signals have also been picked up from personal locator beacons attached to lifejackets.

A further media release will be made later this evening.


Regrets? We’ve had a few… Britons bemoan missed opportunities

From the swinging sixties to lost love, Brits bemoan missed opportunities.

Ask anybody over the age of 60 about their memories of the flower power decade and they’ll likely reel off the old adage “If you remember it, you weren’t really there”. However, research released today by MORE TH>N Life Insurance reveals that two thirds (66%) of over-65s admit that letting the swinging sixties pass them by is one of their biggest life regrets.

Forget Twiggy, John Lennon, flower power and Carnaby Street, it would appear the truth is that young people in the ‘60s had more in common with Mary Whitehouse than Mary Quant. Research reveals that for the majority of Britons the most rebellious thing they did was to grow their hair long (63%) or read Lady Chatterly’s lover (78%), while 88% admit they never attended a ‘psychedelic happening’ and over half (52%) lamenting the fact they never saw the Beatles in concert.

Surprisingly, the research also reveals it’s the North West, the Beatles’ back yard and home of Merseybeat, that’s the true capital of ‘60s popular culture. Despite London’s world famous Carnaby Street boutiques and psychedelic music clubs, just over a quarter of Londoners admit they lived their life by the swinging ‘60s ideals and ‘did it all’, compared to almost two thirds (60%) of Mancunians and Liverpudlians.

Amongst the other biggest regrets cited by the over 60s, romance features heavily. One third of British women (30%), and almost two thirds of men (58%) admit they regret not dating more people before settling down, while three in ten (31%) say they regret letting their one perfect partner slip through their fingers. Worryingly, a quarter of all men (23%) and a third of all women (30%) admit they regret marrying the wrong person.

Two thirds of all respondents regretted not travelling more when they were younger with the Indian ‘hippy trail’ (33%), Great Barrier Reef (15%) and Great Wall of China (13%) revealed as the top dream destinations. Other biggest regrets include failing to learn a musical instrument (48%) or a second language (44%)

However, it seems that many over-65's memories have been blurred by the heady atmosphere as 8% have claimed they attended the 1966 World Cup Final at Wembley – placing the official attendance figure at 925,920!

Volunteer Abroad with Platform 2 – New Places Announced On 2009 Trips!

Fully-funded volunteer opportunities for 18-25 year olds to Ghana, South Africa, Peru and India.

Platform2 is a unique opportunity for 18-25 year olds from the UK to volunteer in a developing country and then come back and creatively express their experiences in the UK. It's aimed at people who wouldn't otherwise get the chance to volunteer abroad, so it's fully-funded and free for the volunteer.

The programme includes return economy flights, travel insurance, local food and accommodation, a small local allowance, health screening, a medical kit, all minimum required vaccinations, transfers to and from the airport in country and to and from the project, a guidebook, and full training in the UK and in the country.

Platform2 is a 3 year programme which will see more than 2,500 18 – 25 year olds volunteer for 10 weeks in a number of developing countries including South Africa, Ghana, India and Peru.

On the placements the volunteers will work full-time, either 5 or 6 days a week for a period of 10 weeks. The kinds of community-initiated work volunteers might be involved with are:

  • Construction of community buildings, schools and toilets

  • Renovation of existing buildings

  • Developing new and existing sports pitches, play areas and gardens

  • Teaching and caring for children in schools, nurseries or orphanages

  • Assisting in HIV clinics and helping with peer education

  • Building infrastructure at ecological or conservation areas


The volunteers will travel out and back in groups of 10 to 15 volunteers, and work together in the community. Volunteers will either stay in pairs in local family homes or in dormitories.

The other great thing about Platform2 is that when volunteers get home, they'll be supported and resourced to make a real difference in their community by making people aware of the experiences they've had and what they've learnt. Before they travel, we'll give them ideas of how they might want to record and capture their experiences - through writing, poetry, music, art, photography, dance... whatever they're into. When they return they'll attend a 3 day workshop with other volunteers who have visited various countries where they'll share ideas and develop a plan of how they're going to share their experiences.

New Jobs in UK Care Services with Ambition 24hours for Returning Mothers as Care Assistants

More Smokers To Quit For Lent

An alternative smoking cessation method today (16 February 2009) estimates that more people this year will be attempting to quit smoking for Lent.

Lent is traditionally a time when people will be thinking about temporarily abstaining from things like chocolate or alcohol but this year it is estimated that more people will begin their 40-day abstinence from smoking instead and will start their quit programme when Lent begins on 25 February.

The UK currently has around 10 million smokers with approximately only 4% successfully quitting in the wake of the 2007 smoking ban. Worryingly a 20-a-day smoker spends, on average, £2,007 a year on tobacco . With the credit crunch now in full effect, this is likely to give smokers an extra incentive to quit for Lent. With No Smoking Day also coming up on 11 March, another one million people are also expected to take the first step to quit.

A survey commissioned by nicotine-free smoking cessation aid NicoBloc, reports that of the 353 UK smokers questioned, 71% said they missed having something in their hands when they were trying to quit. It’s estimated that an average 20-a-day smoker will make the ‘hand-to-mouth’ action 73,000 times a year, adding extra psychological pressure on the would-be quitter.

NicoBloc helps to overcome the ‘hand-to-mouth’ habit and is a two-step approach, first helping to break the addiction to nicotine and then helping to give up the physical cigarette and hand-to-mouth habit. An alternative to NRT and drug-based smoking cessation methods, NicoBloc is a fluid applied to the end of a cigarette filter immediately before smoking. The fluid works by moistening the cigarette filter, cooling the smoke down as it is drawn through. The tar and nicotine vapour molecules condense back into solid form, sticking to the filter material instead of being passed through to the smoker.

Designed as a gradual reduction method, the amount of nicotine that is inhaled is gradually reduced over a three-week period. During the recommended six-week quit programme, one drop is applied in week one, two drops in week two and three drops from week three onwards. Friday the 13th Eurozone Horror Figures were revealed

The eurozone economy is sliding deeper into recession according to the latest gross domestic product number published by Eurostat yesterday morning. Output in the common currency area fell by 1.5 per cent in the final quarter of 2008, following the 0.2 per cent quarter-on-quarter decline in the third quarter. This means that economic output in the euro area has only grown by 1.0 per cent in 2008, compared to the 3.0 per cent expansion seen in 2007.

This marks the third consecutive quarterly fall of output for the eurozone. Amongst the member states, the contraction of the German economy has been particularly striking as economic output declined by an eye-watering 2.1 per cent in the final quarter of 2008. Germany’s reliance on exports – having an export share of over 51 per cent of economic output – has left the economy particularly exposed to the global downturn and collapsing world trade. However, the downturn has also markedly intensified in other major economies, as economic output in France declined by 1.0 per cent and the Italian economy shrank by a drastic 2.6 per cent quarter-on-quarter.

Today’s data wipes out any illusion that the eurozone is getting off lightly in this global downturn. Indeed, what has started as a financial market turmoil, has long moved to the real economy. The resulting feedback loop to the financial sector poses an enormous challenge for policy makers and central bankers alike.

Whilst respective European governments have not been short of announcing actions, many of the planned measures risk to rekindle protectionism or fail to kick in any time soon. In order to make a difference, fiscal stimuli need to focus on underutilised sectors, take effect immediately and be of temporary nature. Today’s data will put further downward pressure on the euro.

Some economic commentators are beginning to speculate that one or perhaps more EU states might be considering withdrawing from the Eurozone and reverting to using their own currency.

Climber rescued on Anglesey

Search and rescue teams, lifeboats and a helicopter were sent out to rescue a climber after dark last night, stuck 200 feet above sea level on North Stacks Sea Cliffs at Holyhead, Anglesey. The climber was airlifted from the cliff face.

Holyhead Coastguard received a 999 call at 7.20pm on Tuesday evening reporting that a young male climber was in difficulty on the sea cliff during a climb which had continued into the hours of darkness. His climbing partner had reached the top of the cliff to raise the alarm.

Holyhead Coastguard could not immediately determine if the climber was injured or his whereabouts on the rock face. Search units were immediately launched including officers from three Coastguard cliff rescue teams, Holyhead RNLI inshore and all weather lifeboats which provided illumination of the cliff from the water and a rescue helicopter from RAF Valley. The climber was quickly located and was winched from the sea cliff by the rescue helicopter, uninjured but very cold.

The rescued male climber is a 22 year old student from Bangor University.

Holyhead Coastguard Watch Officer Mike Oates said: "The North Stacks Sea Cliffs are a popular climbing spot at any time of the year. To climb safely always climb with the correct equipment and wear clothing suitable for the conditions. Include a head torch incase your climb goes on into the hours of darkness."




Crewman reunited with pregnant wife

At 7.52am Solent Coastguard were contacted by the Belgian registered fishing vessel Jasmine requesting help with getting a crewman ashore after he received news that his wife, who is heavily pregnant with twins had been taken critically ill. The vessel was approximately 15 nautical miles South of Shoreham at the time.

Solent Coastguard agreed with the RNLI Shoreham All Weather Lifeboat to transfer the crewman from the fishing vessel while at sea and return him to shore.

Once ashore, it was arranged for a local fish fisherman who was about to depart for Dover, to take the crewman to Dover Port where he could meet a family member from the cross-channel ferry.

Solent Coastguard Watch Officer Matthew West said: "We can all appreciate that the crewman, who had only £50 and his passport in his possession, is very concerned for his family and we were happy to assist him in any way we could. We wish the family well. Our thanks go to all those at RNLI Shoreham for their help."



Four rescued from sinking boat

The Portland Coastguard helicopter rescued four people from a sinking motor cruiser today after Portland Coastguard received a mayday call from the boat.

At 3.00 pm this afternoon Portland Coastguard received a mayday call from the motor cruiser 'Addarwa' stating that they were 1 mile south off Portland Bill and were taking water fast. The Coastguard scrambled the Portland Coastguard helicopter and requested the launch of the Weymouth RNLI inshore and all weather lifeboats. Portland Coastguard Rescue Team were also requested to attend.

The boat had been recently purchased and was on delivery passage with the skipper, owner and 2 other crew onboard. When they realised they were sinking, they put on survival suits and lifejackets. They tried to deploy the liferafts but were unable to do so, as the previous owner had tied them down with wire strops to prevent them from being stolen. (EDITOR: Idiot! And why did the new owner no check these?)

Once the helicopter arrived on scene, it airlifted the four people from the sinking vessel and took them back to shore.

Nigel Robson, Portland Coastguard Watch Manager says:"All four people are safe and well. The boat has now sunk south of Portland Bill. Although the crew were well equipped with survival equipment, they should have checked the liferafts more thoroughly to allow their quick release in an emergency just such as this."





Paraglider plucked from cliff

At just before 3.45 this afternoon Milford Haven Coastguard received a 999 call from a man who had crashed his paraglider into the cliff at Cwmtydu just south of New Quay Ceredigion. The man reported he was 300 ft up but 200 ft from the top and in a precarious position.

Both New Quay and Gwbert Coastguard Rescue teams, were immediately sent to the scene and the New Quay RNLI All weather and inshore lifeboats were asked to launch and a RAF Rescue Helicopter 169 from Chivenor was scrambled.

The man was eventually winched to safety by R169 and flown to Withybush Hospital.

Bob Peel, Milford Haven Coastguard Watch manager said: "This was a good example of where his mobile phone undoubtedly saved him. He had crashed in an area where he would not have been seen or heard by anyone at all."



Three in water as fishing vessel sinks

A fishing vessel 'Jubilee Star' was towing nets earlier this afternoon off Dunoon on the Clyde when its nets got caught on the sea bed and the vessel capsized putting 3 people into the water. Clyde Coastguard immediately began coordinating assistance.

Their liferaft was subsequently deployed and the three crew managed to climb aboard the raft whilst awaiting rescue.

The Dunoon Coastguard Team were immediately sent to the scene whilst the Helensburgh RNLI lifeboat was requested to assist, and a nearby fishing vessel 'Guide Me' responded to Clyde Coastguard's emergency call to say that they would haul their nets and go to help.

A helicopter was scrambled from the Royal Naval air base at Prestwick and a Police RHIB, and helicopter were also sent to the scene.

The 'Guide Me' took the three individuals from the liferaft and then the rescue helicopter winched them up to the aircraft before flying them to landing site in Dunoon where an ambulance was waiting to take them to Dunoon Hospital. The Coastguard Rescue Team also attended the winching area and went to the hospital to gather details from the three survivors.

Richard Morgan, Watch Manager at Clyde Coastguard said "With sea temperatures at around 6 degrees at this time of year they were very lucky to just have suffered from some mild hypothermia. No injuries have been reported. Fortunately the crew had made sure before they put to sea that their liferaft was fully operational and this undoubtedly had a significant impact on their chances of survival.

"We'd like to thank the crew of the 'Guide Me' who responded so quickly to our emergency broadcast, and all the other personnel of the rescue units who attended."



Together Government and Business can Keep Britain Working

Some of the UK's leading employers today pledged their support to get people back in work at the first meeting of the National Employment Partnership (NEP), hosted by the Prime Minister Gordon Brown and Secretary of State for Work and Pensions James Purnell.

With figures out today showing a rise in unemployment, it is crucial for Government and business to work together to give people looking for work the help they need to take up the more than half a million vacancies employers are looking to fill.

In the first meeting of the NEP, Government has asked members to pledge to:

* Advertise their non-specialist vacancies through Jobcentre Plus;

* Fill more of the jobs they create through the already successful Local Employment Partnerships (LEPs) and other new measures, including the recruitment subsidies for those unemployed over 6 months, with government aiming to get 200,000 people into work through LEPs this year;

* Encourage employers they work with and their supply chains to recruit from a broader field by placing more of their vacancies with Jobcentre Plus; and take advantage of the skills support available, including through Train to Gain;

* Continue to offer advice on helping people facing redundancy and the newly unemployed back in to work as soon as possible through the skills system;

* Promote the development of the skills Britain needs for the recovery, including increasing the availability of Apprenticeships, taking up Government subsidies for the lower skilled and sustaining employer investment in workforce skills.

The Government also set out an aim to get an additional 200,000 people into work through the LEP scheme over the next year.

James Purnell said: "We know times are tough and we need to continue doing all we can to support people who lose their jobs find another as quickly as possible, preventing the long term unemployment which has so scarred communities in the past from taking root.

"The Prime Minister and I are meeting key national employers today to plan what more we can do to help people back to work and into apprenticeships, including advertising more vacancies through Jobcentre Plus.

"Businesses are already helping thousands of people into work through our LEP scheme and today we will be committing to helping a further 200,000 more into jobs over the next year."

The labour market figures, published today, show that unemployment in the UK has risen by 146,000 on the last quarter to 1.97m, and the number of people claiming Jobseeker's Allowance has risen by 73,800 over the last month. However, figures also show there are just over half a million vacancies across the country and employment levels, at 29.36m, remain high.

Employment Minister, Tony McNulty said:

"Today's figures are disappointing but we will not stop giving people help and support to get back into work as quickly as we can. The pledge today by NEP members is another demonstartion of how government and business working together can make a difference."

Question: What do you talk about when there is nothing to talk about. How do you spark conversation with ANY girl.

Answer: Good question. The best way to spark a conversation is to ask questions.

What do you ask questions about?

Well I always just ask questions about anything I want to know. It varies from person to person. But typically if I am meeting someone new I might ask questions like “Do you have brothers and sisters? Do you get along with your parents. Do you have a lot of friends.”

Usually a person talks for a while when answering and that gives you more data to ask more questions about. Sometimes I will make a comment if it is appropriate or if they ask me a question in response to my question I just answer their question then ask them another one of my questions.

The hard times are when people just give you “yes” and “no” type answers. That doesn’t leave much to work off of.

When I feel the situation is awkward or the person isn’t talking much (like the above “yes” and “no” answers, then I talk about how awkward the situation is. Say something like “This is embarrassing. I feel so awkward. I don’t know what to say. Do you feel awkward too?

Usually you can get a little conversation going on that topic and relieve a lot of tension just by admitting that you feel awkward and don’t know what to say. Then move into a question like “Ok, let’s see what we can talk about. What are your interests? Do you have any hobbies?”

Another questioning technique is to pay attention to what a person puts their attention on and talk about or ask questions about that. So, for example, if you are in a restaurant and the person you are dating isn’t talking much, just reading the menu, you might say “Kind of an interesting menu. What looks good to you?” That might spark a conversation about food or restaurants and menus, etc.

This technique is also good for meeting strangers. If you are in a grocery store next to some one attractive who is looking at “lamb chops” you might say: “I see you are interested in the lamb chops. Do you know a good way to cook them, I’ve always wanted to try them, but really don’t know how to cook them.”

Remember also that you are not necessarily going to get along with everyone you meet. So if you try, try, and try to get a decent conversation going and it doesn’t happen then this is probably not the best person for you.

HAYS reports public sector providing steady flow of PA roles

Hays, specialist recruiter, reports that although recruitment in some areas of the commercial market has slowed, the demand for PAs in the public sector is holding firm. A number of opportunities are being created, particularly temporary positions, in the health, central government and education sectors.

The public sector is increasingly becoming an employer of choice for PAs, primarily as a result of added job security, pensions, and work-life benefits. For example, some Primary Care Trusts (PCTs) are currently embarking on a programme of recruiting permanent staff.

"As well as a buoyant demand for temporary positions in the public sector, we are experiencing growth for permanent PA roles, especially within the education sector, which is evident in the roles we have recently recruited to. This trend is also reflected in those being advertised in the press," commented Bethan Robbins, Regional Manager for Hays Secretarial.

Despite the economic backdrop, there are good opportunities for PAs with a commercial background to enhance their careers and gain new experiences by moving into the public sector. While prior experience is sometimes seen as an advantage and is preferred in some cases, skills can be transferred from one sector to the other. This has been borne out by recruitment volumes.

Bethan Robbins explained: "We have seen an increase in the number of candidates with commercial or banking experience, applying for advertised jobs online, and subsequently registering with Hays Secretarial. It is, however, important that PA jobseekers have a solid grasp of the challenges and demands of the public sector and understand how the various organisations operate."

The health sector is one such sector where there remains a strong demand for temporary staff. However, the demand for experienced medical secretaries working on temporary placements can fluctuate depending on the time of year and is a trend that Hays has been seeing throughout the whole of Greater London.

A previous Hays survey revealed that the interest generated in public sector jobs has increased significantly: almost three in four respondents are now more likely to consider a move to the public sector than at the same point last year. The majority are also prepared to take some form of pay cut in exchange for improved job security within the public sector. "Many of these candidates will consider a reduction in salary as the trade-off for job security in the current job market," confirmed Bethan Robbins.

Met Office overstate case?

The following was the latest word from the Met Office:

"As wintry conditions continue to affect many parts of the UK, the Met Office is warning of freezing overnight temperatures leading to the risk of widespread ice on untreated roads and pavements.

As we head into a new week the attention turns to a band of heavy rain moving up across the south. This will bring a risk of flooding to southern coastal counties, and the Met Office is working closely with the Environment Agency to monitor the weather and flooding situation.

Once again there is a risk of heavy snow as the rain meets the cold air to the north, with parts of south and east Wales and the Midlands most likely to be affected.

The public is advised to stay up-to-date with the latest Met Office weather forecasts and warnings on the Met Office website."

They predicted heavy snow with blizzards for many areas. Which turned out to be fairly heavy rain, though nothing really exceptionally bad in most areas.

And the severe weather warnings for the next day or so have vanished from the Met Office website to be replaced with clear skies and brilliant sunshine. Predicting the weather -at least in the British Isles- is not easy.

Hays reports working as an in-house lawyer can amplify legal career horizons

According to the leading specialist recruitment consultancy, Hays, although recruitment activity has been affected by the downturn and slowed in the legal market as a whole, there are still opportunities for high calibre in-house lawyers. The market for interim roles, for example, is relatively buoyant and this route offers an excellent way to gain relevant experience as an in-house lawyer.

Lawyers need to be prepared and focused given the tougher market conditions. Strong technical skills and a track record of advising clients, either through prior permanent in-house or secondment experience, is a definite plus. Given the current climate, jobseekers can stand out by updating their skills in certain areas of legislation. "It is definitely worth brushing up on areas such as employment law, restructuring and insolvency work, and we would advise jobseekers to do so as these areas will be experiencing an upsurge in activity over the next 12 months," noted Nick Creed, Business Director at Hays Legal.

He continued, "The downturn is throwing up some good interim opportunities to cover absences, such as maternity leave".

Highways Agency issues advice to drivers as further snow is expected tonight and tomorrow

Road users across the country are being warned to expect more severe weather in the next few days as the Met Office forecasts more snowfall for some areas overnight and into Friday.

The Met Office forecast includes an early warning of heavy snow expected in the South East and parts of the East Midlands, the East and South West of England in the early hours of Friday and continuing into the morning peak travel period.

It's expected that snow across the Midlands and the North will continue into Thursday night, though further accumulations will be small. Rain is expected to reach southern coastal counties by midnight, turning to snow in parts of the East Midlands, the East, South East and South West, with
2-5 cm of snow expected anywhere, and 10 cm or more on highest roads in the Cotswolds, Chilterns, over Salisbury Plain and the Downs. Ice and frost are forecast elsewhere.

On Friday, rain and snow will clear in the Southwest during the morning, the East during the afternoon, but will persist through the day in the South East, giving a further 2-5 cm on most roads, and up to 10 cm in places. Elsewhere should be dry and bright with scattered wintry showers
in the North West and North West Midlands.

The Highways Agency, which operates and maintains motorways and major A roads in England, is working closely with the Met Office to monitor weather conditions and our winter fleet, traffic control centres and Traffic Officers are working to maintain safe roads and reliable journeys.

Director of Network Operations at the Highways Agency, Derek Turner, said: "We are monitoring the weather and will deploy our fleet of 500 winter service vehicles to treat motorways and major A roads in response to local conditions.

We have seen a large number of minor accidents this week, and all road users can help us by driving with care even where surfaces have been treated. When roads are slippery it can take up to 10 times longer to stop - so, watch your speed and leave more space from the vehicle in front.

"I also strongly advise checking the latest information on weather and road conditions before starting your journey."

Drivers are advised to carry warm clothing and an emergency pack, which includes food and water, boots, de-icer, a torch, a spade if snow is forecast, and to make sure they have plenty of fuel for the journey. ‘Tax On Work’ Could Cost £3.4 Billion

Drivers and businesses across England could face a massive £3.4 billion bill for simply using their own car parking spaces to park at work.

This cost could become a reality if councils decide to apply for the controversial Workplace Parking Levy (WPL) according to the Automobile Association and the British Chambers of Commerce (BCC).

Nottingham City Council has already applied to hit businesses with the ‘tax on work’ and a final decision from the Secretary of State for Transport, Geoff Hoon, is imminent.

A Department for Transport consultation into the WPL heightens the risk of the scheme’s national roll out as it will enable councils across England to apply for take up of the scheme.

The WPL will require all businesses to register workplace parking spaces. However, businesses with ten spaces or more, will also suffer a financial strain because each parking space will have to be paid for. The levy will start at £185 in 2010, but will rise to £350 by 2014 (using the blueprint from Nottingham). Companies will either have to have the pay the tax, knock down car parks and rip out parking places or charge their employees to park at work.

The British Chambers of Commerce (BCC) has calculated that if every eligible council covered by the consultation adopted the WPL, then businesses will be left with huge costs amounting to £3.4 billion.

The AA is calling for the Secretary of State to reject Nottingham City Council’s application and to abolish the blueprint for this work tax nationally.

With the economy now in recession and firms struggling with cash-flow, the tax will be detrimental for companies, towns and local economies. Edmund King, AA president said: “A workplace parking levy is just a ‘tax on work’. The last thing that employees, and indeed employers, want is a tax on work in the current financial and economic climate.

“Many employees who work shifts or live in areas without adequate public transport have to drive - the workplace parking levy will place an unfair burden on people just trying to go about their daily lives. We are concerned that local authorities might start to look at this levy as a way of increasing revenue now that voters in Manchester have given a resounding ‘No’ to congestion charging. This tax will do nothing to cut congestion but potentially could do much to increase unemployment.”

Commenting on the WPL, Director General of the British Chambers of Commerce, David Frost, said: “If councils go ahead with this oppressive tax, companies and employees will be hit hard at a time when they least need it.

“There is a real risk that towns and cities will see firms refusing to invest and in a worst case scenario relocating elsewhere. This isn’t a risk worth taking for a scheme which will not help reduce congestion.”

A study of 961 HR people and Business managers, commissioned by the World’s biggest people search website, can reveal that 1/3 admit to searching online for people’s social networking pages during the recruitment process and almost ¼ admit that the findings have put them off a potential recruit.

Top 10 tips for improving your broadband connection

As the winter months set in and the credit crunch bites,thinkbroadband.com is advising broadband users how to make the most out of their broadband connection. As recent results have found, the average broadband speed is as little as 3.6 Mega bits per second (Mbps). Consumers could find that by following some of these steps they could actually improve the speed of their connections until providers are able to deliver on promised speeds.

SELECTING THE RIGHT DEAL…

1. Check to see if your service provider has a more up-to-date product—If you’ve been with the same supplier for many years, it’s likely that they have better deals and faster services available and often all you have to do is just ask. Beware however that you may enter into a new 12 month or longer contract.

2. If you are in an area served by LLU (local loop unbundled) operators such as O2/Be, Sky, etc. then you may be able to switch to a faster ADSL2+ service. If you are already on a faster ADSL2+ service, check to make sure your router supports this or you may not be getting the speeds you should. If you’re getting more than 3 Mbps downstream already, you may find the improvement is significant, but even if you aren’t, it may help the upstream speed.

3. Check to see if you can take advantage of a ‘bundle’ deal—Companies like Virgin Media and Sky are bundling television/phone services and mobile networks offer broadband/mobile bundles. If you can combine your services, you may be able to save money.

4. Do you have a friend already on a service you want to use?—Sometimes you (and they) might benefit from a ‘refer a friend’ deal where one or both of you get a discount.

5. Watch out for short term promotional offers—Sometimes a big £9.95 price label will draw you in, but after a few months the price may rise.

TECHNICAL HELP…

6. Run a few speed tests at different times of the day—Find out how your broadband is performing. Early mornings should be the least busy so you should get the fastest speeds.

7. Make sure all your phone sockets have microfilters attached – Unless you have an “ADSL faceplate filter” in your master socket, you need to ensure every single telephone extension with any device attached (telephone, modem, fax, Sky TV receiver, alarm system, etc.) has a microfilter.

8. If you have any telephone extensions in the house, you may benefit from installing a BT I-Plate—If you have more than one phone socket connected to the same phone line, the wiring from the master socket (the first telephone socket in the house) to the other extension sockets can cause interference. This can sometimes be improved by installing a small device in the master socket. See our I-Plate Installation Video. If you don’t need the extensions, just remove them.

9. If you are having problems connecting from an extension socket, try moving your router to the master socket, ideally by removing the faceplate and plugging into the “test socket” underneath. This will remove all the extensions and also help you identify if your extension wiring is causing problems.

10. If you have problems that occur regularly, try turning off electrical equipment in your home to see if they are the cause of problems. Boilers, treadmills, or other devices with a motor or pump can cause electrical noise or interference which can affect the stability of your broadband. Even Christmas lights can cause issues. Keep your ADSL modem and wiring away from mains power cables.

Sisters are Reunited After 35 years

Taxman checks on your tweets, blogs and social networking profiles

According to Lee, monitoring social media and blogging sites is simply an extension of HMRC's long-term practice of monitoring small ads in local papers and more recently Ebay and other online ‘auction’ sites.

Lee’s concern is not for those knowingly trying to deceive HMRC, but for those who could be incriminating themselves without intending to do so, by perhaps promoting a hobby in such a way that they appear to be trading, or are ‘talking up’ their sales and business experience in order to seem more credible and gain more business. Or they may simply be unaware that their activities constitute a taxable trading activity.

“There are literally hundreds of online social media websites and facilities available to those wishing to do business and many have a big focus on business as distinct from, or in addition to the ‘social’ aspect of the site. The most common business focused sites include Ecademy, LinkedIn, BT Tradespace and UK Business Forums, where forum comments and member profiles remain in the public domain for years. And in addition there are also many personal websites and blogs, which appear to be promoting a business, as are Google Adsense campaigns and affiliate sales commission arrangements. The possibilities for tracing the start of a business online are endless as even Facebook now offers business promotion facilities”, says Lee. "The most blatant 'traders' will be the first to be attacked. But HMRC will also use online search facilities to check out whether what you tell them stacks up with the online evidence of your activities."

Whilst Lee stresses that for the majority of people, their social media trail will tally up with their declaration to HMRC, those who are considering starting a business and not disclosing it to HMRC within the specified 3 months timeframe could be playing a dangerous game.

“The point is to be aware that HMRC are looking, or could be looking and that they could check back later if they have reason to think you’ve not been truthful. They can easily catch you out as to when you started in business, how many sources you have of trading income or how successful you' seem to have been. Advertising items on Ebay, through marketplace adverts on social business networking sites like Ecademy and Adwords campaigns can be evidence of trading and create an obligation to report. taxable income. Especially as there’s now an obligation to notify HMRC within 3 months of starting to trade”, says Lee.

Lee suggests that anyone generating money through their online activities ensures that they keep good records of their income and of all related expenses. This will make it easier to complete their tax returns and only pay tax on any net profit rather than on all the money they receive.

· Not using “subtleties” enough is apparently a big mistake that practically all men make. “Most men do not even think in subtleties, much less use them,” says Mr. L. Rx, “but those that learn how on their own, or use the subtlety training in “Dating To Relating – From A To Z” will score lots of points on a first date.”

· Not creating future - A relationship by its very definition is all about future. You have to continually create future from the moment you first meet a girl, and especially during that first date. Answer: First of all, women have different personalities. What you are describing is a type of personality not all women in general. The personality type that usually does this kind of behavior is a little insecure. They are testing the water, but they don’t really want to jump in.

The best way to handle this personality type when you see it is not to react, not to take the bait so to speak. Let the girl flirt all she wants, let her take the lead. Let her control how the relationship goes. If you don’t react, she will get comfortable with you and steepen the gradient over time. If you react (flirt back) she will usually run away.

Problem is, however, people with similar or compatible personalities tend to hang out together. 1,000th Warrior repaired and upgraded

The 1,000th Warrior Infantry Fighting Vehicle to be repaired, rebuilt and upgraded at the Defence Support Group's Donnington Telford, Shropshire, workshop will be put through its paces this month before returning to active front-line duty.

Stripped down and then meticulously repaired and rebuilt, each Warrior is upgraded to the latest standard of equipment and protection before being re-painted and sent back to Army units in Afghanistan and elsewhere.

Defence Support Group's (DSG) Chief Executive, Archie Hughes, said:"These vehicles leave Donnington better-than-new. The repair and maintenance team here is utterly committed to the safety and protection of the soldiers on the front-line and puts everything into turning these vehicles - often damaged because of accident or enemy action - into ultra-modern, finely-tuned fighting machines."

Major General Alan Macklin, the Army's Armoured Fighting Vehicles Group Leader added: "Since it came into service over 20 years ago, Warrior has been the backbone of the British Army's armoured infantry's capability and has seen service in all the major conflicts in which the British Army has been engaged. Frequently adapted to deal with new threats and opportunities, Warrior will continue to be a stalwart for the British Army for many years to come.

"Many Warriors have been through the workshop twice or more, and the 1,000th vehicle going through base overhaul is a watershed for all at Donnington who have been working on the overhaul, repair and upgrade of these Infantry Fighting Vehicles. The commitment and dedication of the workforce is truly impressive and is appreciated by many including by me and by those currently deployed on operations.

"It is, perhaps, appropriate that on my last day in post as Armoured Fighting Vehicle Group Leader I should be here with the Defence Support Group paying tribute to their workforce and to this platform which is one of the key vehicles saving the lives of our soldiers in both Iraq and Afghanistan today."

Among the Warriors to be repaired at Donnington was the one that Private Johnson Beharry of the 1st Battalion, The Princess of Wales' Royal Regiment drove in May 2004 when, in acts of remarkable gallantry in Iraq, he saved the lives of several colleagues and earned the Victoria Cross.

British workers show solidarity in the face of the crunch

The credit crunch is bringing British camaraderie to the fore, with 73% of us happy to take a pay cut rather than allow colleagues to be made redundant.

A survey carried out by UK jobs board, fish4jobs (www.fish4jobs.co.uk), has revealed that although 49% of workers expect their salary to be cut or frozen this year, they would rather take a hit in their pay packet than watch colleagues be forced from their jobs.

And everyone seems to be united on the solution as well – cut the bosses’ pay! The overwhelming majority of respondents (79%) said they thought bosses’ pay and/or bonuses should be cut to see their company through the current economic downturn.

The survey comes in the wake of a raft of pay freezes, with everyone from Barack Obama to the BBC announcing that their salary coffers will be remaining firmly locked for the foreseeable future.

Among the other suggestions put forward for saving money were moving to performance-related pay schemes, introducing green initiatives around the office and cutting back on staff benefits like free tea and coffee.

Highways Agency issues weather warning for road users

The Highways Agency advises drivers to take care on roads as Met Office forecasts more cold weather.

The Highways Agency is warning drivers to check weather and driving conditions before they set out on journeys tonight and in the morning.

Staff at the Agency's National Traffic Control Centre in Birmingham, working alongside experts from the Met Office, are warning that snow showers are likely to continue affecting the east of the country starting this afternoon and becoming widespread overnight.

Showers are expected to be heaviest in the south east and across the Pennines, where drifting snow is likely. Snow showers will continue throughout Monday with more persistent and heavier snow spreading north across central and eastern areas during the afternoon and evening.

The Highways Agency's national winter fleet of more than 500 salt spreaders, snow ploughs and snow blowers is on standby with salt spreading already underway this weekend with a dip in temperatures.

Drivers are advised to make sure they are properly prepared for the conditions.

Highways Agency advice to drivers includes:

* Before you set out, check local and national weather forecasts. Listen to travel bulletins on the radio. Be equipped with warm clothes, food, water, boots, a torch and spade.

* Up-to-date information on road conditions on England's motorways and trunk roads is available on the Agency website at http://www.highways.gov.uk/trafficinfo or by calling 08457 504030. For information on weather conditions, visit the Met Office website http://www.metoffice.gov.uk or listen to local radio, or the Highways Agency's Traffic Radio service on DAB or http://www.trafficradio.org.

* It can take ten times longer to stop in icy conditions. Keep your distance. Allow extra room to slow down and stop. Slow down and avoid making any sharp driving movements.

* If the weather becomes severe, don't drive unless you have to - delay your journey until it improves. Give our winter fleet time to get out & do their job.

(EDITOR: Unexpected snow -which then froze- has hit the western part of Britain, including the West Midlands, so drivers in all parts of the UK should be prepared for bad weather, even if none was forecast for your area. Always take your emergency kit with you in your car.)

Heavy Snow Sun 1 Feb

There is a moderate risk of a severe weather event affecting parts of eastern England. Snow showers are expected to move westwards during Sunday afternoon, these becoming more widespread Sunday evening and bringing a few cm to some areas. Snow showers will be accompanied by strong easterly winds.


“There is a High Risk of a Severe Weather event affecting much of England and Wales during Monday and Tuesday. Periods of snow will continue to extend westwards through Monday, with heavy falls likely in places. Although marked variations will occur from place to place, 5-10cm likely locally with as much as 10-20cm possible, especially over higher ground. Drifting will occur in fresh to strong easterly winds. This could cause disruption to travel networks, especially across higher level routes.

During Tuesday, snow is likely to turn to rain from the east, except over higher ground.

This Early Warning will be updated at around 11:00 on Sunday 1st February 2009.”

It covers the following part of England and Wales:

East of England, North West England, Wales, South West England, Yorkshire & Humber, West Midlands, London & South East England, East Midlands and North East England.


So to recap, there could be severe snow hitting the UK over the next 3 to 4 days.

Government doubles financial support for bereaved

From Sunday, the financial entitlement for someone whose spouse or civil partner has died without leaving a Will has been doubled, with the potential to reach £450,000. This comes in parallel with the biggest overhaul of the Coroners system in 100 years, as the Coroners and Justice Bill takes forward the Government's commitment to providing more and better support to the bereaved.

Justice Minister Bridget Prentice said: "The death of a loved one is an extremely distressing time, and sees people at their most vulnerable. I want to see real improvement in the support and services offered to the recently bereaved, and this will result in the biggest shake-up of the coronial system in 100 years.

"The Coroners and Justice Bill, currently going through Parliament, sets out my plans for the first-ever 'Charter for the Bereaved'. Families will get a right to complain or appeal to a new Chief Coroner on a range of issues, including if they think there should be a post-mortem examination or if they are unhappy with the verdict of the inquest.

"The Charter will also make sure that families are kept informed, answer any questions they may have about coronial procedures and take account of individual wishes, where possible, including personal preferences and religious requirements.

"Alongside this, from today, a person whose spouse or civil partner has died without leaving a will is now entitled to significantly increased financial support - another key part of our plans to make this difficult time a little easier.

"Of course we should all make a will, but in the situation where there isn't one we have greatly increased financial support."

At present, a spouse or civil partner with children automatically gets £125,000 from the estate of someone who has died without leaving a will. Where someone leaves not only a spouse or civil partner but also parents or siblings, but no children, they get £200,000. From 1 February 2009 the amounts will increase to £250,000 and £450,000 respectively.

The broader reforms to the coroner system will see the appointment of a judge to the new post of Chief Coroner for England and Wales; the introduction of new national standards for coroners' investigations; new powers to transfer investigations from one area to another in order to prevent backlogs for both military and non-military inquests; and measures that ensure that coroners' verdicts are accurate and based on all available evidence, even if the evidence cannot be made public.

(AN) - As America reels in the wake of the collapse of several giant institutions, as business declines in many and varied sectors, reports are emerging that the number of entrepreneurs wishing to go public is on the rise.

Artfield Investments, a consulting investment banking firm that specializes in taking small emerging companies public reports that their business is on the rise.

“When Wall Street collapses,” says Charlene Kalk, President of Artfield Investments, “the emerging investment banking community gets busy. All the shrewd players know that when the markets hit bottom there will be another wave up. Everyone wants to get ready to ride that wave.”

Apparently, it takes nine to twelve months to do the filings to take a small business public. So those who get started now anticipate emerging into the pubic market in about a year from now when emerging markets should be on the rise again.

Moreover, for those who want a faster route, reverse mergers can get a company public in as little as weeks to months.

Why would you want a faster route?

Well according to Charlene Kalk, “The emerging markets are not in as bad a shape as Wall Street. There is a lot of money right now for the right deals. People have pulled money out of the markets, which has contributed or even caused the collapse; however, those people still have the money and are looking for something to do with it.”

Can or should a small business consider going public?

“Definitely,” says Charlene Kalk, “We take emerging companies public that have from less than $100,000 in revenues on up to mid size companies that have $20 to $40 million dollars in annual revenue.”

  • It is easier to raise money. Especially at times like these when money is hard to get from banks.

Commenting on the BBC’s report into ticket machines at railway stations, Liberal Democrat Shadow Transport Secretary, Norman Baker said:“As if a huge hike in rail fares wasn’t enough, the replacement of staff with ticket machines means more passengers are now needlessly paying more than they have to, with rail companies benefiting accordingly.

“Passengers must have confidence that they are buying the cheapest ticket available. Stations relying on ticket machines alone should provide telephones to allow passengers to speak to rail staff for advice on the best value ticket.”



Surfers rescued at North Devon

At twenty minutes to twelve this morning, Swansea Coastguard were alerted to the first of two incidents involving surfers at the North Devon coast.

The first incident involved three surfers, one who had managed to make the shore at Barricaine beach and raise the alarm reporting that two other surfers were clinging to a buoy for safety after being swept out to sea in challenging conditions.

Mortehoe Coastguard rescue team were called out and the Ilfracombe RNLI inshore lifeboat was requested to launch. A helicopter was requested from ARCC Kinloss and the Coastguard helicopter R106 was sent from Portland. The two surfers were picked up by the lifeboat and then winched into the helicopter who were able to evacuate them quickly to the hospital where they were treated for the early effects of hypothermia.

In another incident at two o'clock this afternoon at Saunton Sands, Croyde Coastguard rescue team were called out to a report of a lone surfer in trouble 250 metres off shore. Appledore RNLI inshore lifeboat was requested to launch and recovered the man back to shore. A RAF helicopter was scrambled from Chivenor but returned after the man was put on shore by the lifeboat.

Weather conditions in the area were Easterly winds F6 with a 4ft swell.

Dave, Watch Manager, Swansea Coastguard said: "The coastguard would like to remind water sports enthusiasts to enjoy their water sports safely. Always ensure that you have told some one of your intentions and that you do not undertake any activity that is beyond your capabilities."
